For an exclusive amount the tax is added on top. For an inclusive amount the tax is extracted from the total, which is why you cannot simply subtract the percentage.

The base value is 10,000 and the GST is 1,800, split as 900 CGST and 900 SGST for an intra-state supply.
Exclusive means the price shown is before tax and GST is added. Inclusive means the tax is already inside the price and has to be worked back out.
For supplies within one state the GST is split equally between central and state GST. For inter-state supplies the same total is charged as a single IGST amount.
Because the 18% was applied to the smaller base value, not to the total. Subtracting 18% from the total under-states the base amount.
